freedom of the media, increased gender participation, transparency and ongoing

""" Results achieved poorer than planned. Reasons for results achieved:
The program to strengthen the capacity in Papua and West Papua faced many
challenges due to difficult geographic conditions, weak infrastructure and a
volatile security situation. Foreseen activities have been implemented but
with some delay."""
